Towards Strategic Plan for Wide Spreading of Solar Water Heaters in Libya

Solar water heaters have been in use for decades many countries the world that less favorable climatic conditions solar energy as compared with Libya. However, still there is no usage of such technologies country. This could be attributed to factors including, among others, lack clear policy and/or serious plans establish technology, cheap prices conventional energy, and environmental awareness.
 The Center Energy Research Studies (CSERS) Libya has developed an excellent research development program on a national scale domestic heating systems. started early 1990’s aiming at increasing publicawareness. utilizes different ways pilot projects, studies, workshops, reports convince people decision-makers about this subject its benefits.This paper attempts suggest strategic plan (win-win situation between government people) encouraging helping widespread (replacement) nationwide based economic pointers favour replacement. Th suggested provide 25% existing houses 2013 systems by 2022, governmental subsidy up 65% system cost. study shown every L.D. paid will return least 2 after 10 years investment without considering money saved from fuel savings, powerplant installations fulfill demand, benefits.
